3. PUBLIC COMMENT
3.1. Comments From the Public

The Ponca City Public School Board of Education recognizes the value to school governance of public comment on educational issues and the importance of involving members of the public in board meetings. The board has established guidelines to govern public participation in board meetings necessary to conduct its meetings and to maintain
order. After checking in with the board clerk, individuals or groups wishing to speak during the public comment period must provide the following information, in writing, in order to speak before the board:
 
• Name and address of the individual
• The agenda action item(s) the individual wishes to address
• The organization the individual represents or is affiliated with, if applicable
 
Anyone who would like to speak to the board during public comment period of the meeting must check in with the board clerk at least 15 minutes prior to the start of the board meeting. There will be a form available they will need to fill out and return to the board clerk before they can be heard by the board.

Participants must be recognized by the president or other presiding officer and must preface their comments by an announcement of their name and group affiliation, if applicable. Comments of the speaker must relate to an item on the meeting agenda. Generally, participants shall be limited to comment of a maximum of three (3) minutes duration unless altered by the presiding officer, with the approval of the board. All public comments during any one regular meeting shall be limited to no more than fifteen (15) minutes. No participant may speak more than once during a single meeting. All statements shall be directed to the presiding officer; no participant may address or question board members individually.

6.2.A. Agreement with Brandi Aud, CCC-SLP, to Provide Speech and Language Services for the 2021-2022 School Year 
Commentary:  Ms. Brandi Aud, CCC-SLP, Independent Contractor, will provide speech and language services for students enrolled in Ponca City Public Schools as indicated by parental consent and school criteria. The District will identify the students who need the services and shall approve each individual situation as provided for under state and federal regulations. The total cost of the agreement is up to $73,440.00 for up to four (4) days per week for the 2021-2022 school year. Amy Swartz will answer questions.
6.2.B. Agreement with Judy Cardwell, CCC-SLP,  to Provide Speech and Language Services for the 2021-2022 School Year
Commentary:  Ms. Judy Cardwell, CCC-SLP, Independent Contractor, will provide speech and language services for students enrolled in Ponca City Public Schools as indicated by parental consent and school criteria. The District will identify the students who need the services and shall approve each individual situation as provided for under state and federal regulations. The total cost of the agreement is $93,130.00 for the 2021-2022 school year. Amy Swartz will answer questions.
6.2.C. Agreement with Heather Wilson, CCC-SLP, to Provide Speech and Language Services for the 2021-2022 School Year
Commentary:  Ms.Heather Wilson, CCC-SLP, Independent Contractor, will provide speech and language services for students enrolled in Ponca City Public Schools as indicated by parental consent and school criteria. The District will identify the students who need the services and shall approve each individual situation as provided for under state and federal regulations. The total cost of the agreement is $85,050.00 for the 2021-2022 school year. Amy Swartz will answer questions.
6.2.D.  Agreement with AMN Healthcare for Speech Language Pathologist Services for the 2021-2022 School Year
Commentary:  AMN Healthcare will provide a speech language pathologist to provide services for students enrolled in Ponca City Public Schools as indicated by parental consent and school criteria. The District will identify the students who need the services. The estimated cost of services will be $90,450.00 for the 2021-2022 school year. Amy Swartz will answer questions.
6.2.E. Agreement with Burnett Security & Investigation, Inc. for Courier Services for the 2021-2022 School Year 
Commentary:  Burnett Security & Investigation, Inc. will provide courier service for the 2021-2022 school year. Burnett Security will pick up the deposits from each site and deliver to the bank. The cost is $104.00 per day for 167 school days with an estimated of $17,368.00. Brenda Storie will answer questions.
6.2.F. Agreement with Burnett Security & Investigation, Inc. for Security at Ponca City High School for the 2021-2022 School Year
Commentary:  Burnett Security & Investigation, Inc. will provide two (2) security officers at Ponca City High School. The cost of the service will be $17.95 per hour/per student contact days. Based on 167 student contact days for the 2021-2022 school year, the total cost is estimated to be $47,962.40. Bret Smith will answer questions.
6.2.G. Agreement with Edgenuity Inc. for Wildcat Academy School User Licenses
Commentary:  This is a three (3) year agreement with Edgenuity Inc. for 60 concurrent user licenses for Wildcat Academy School which provides a full range of online courses. The total cost is $92,000.00. Barbara Cusick will answer questions.
6.2.H. Agreement with Edgenuity Inc. for Po Hi User Licenses
Commentary:  This is a three (3) year agreement with Edgenuity Inc. for 50 concurrent user licenses for Po Hi which provides a full range of online courses. The total cost is $78,500.00. Barbara Cusick will answer questions.
6.2.I. Agreement with Edgenuity Inc. for Ponca City Virtual Academy User Licenses for Elementary Students
Commentary:  This agreement with Edgenuity Inc. is for 40 single user licenses for one semester for elementary students enrolled in Ponca City Virtual Academy. The total cost is $15,000.00. Barbara Cusick will answer questions.
6.2.J. Agreement with Edgenuity Inc. for Ponca City Virtual Academy Site License for Grades 6-12
Commentary:  This is a three (3) year agreement with Edgenuity Inc. for one site license for students in Grades 6-12 who are enrolled in Ponca City Virtual Academy. The agreement also includes one professional development onsite day. The total cost is $57,500.00. Barbara Cusick will answer questions.
6.2.K. Agreement with EduSkills LLC for English Language Learners (ELL) Support Services
Commentary:  EduSkills software assists in identifying bilingual students in our district; serves as a data warehouse for WIDA scores; and assists in preparing LIEP plans for English learners. Included is EL technical support, including database access and support to continue HLS, LIEP and reporting services. The total cost is $10,780.00 for the 2021-2022 school year. 6.2.L. Agreement with Frontline Education for Absence & Time Solution and Proactive Recruiting Software
Commentary:  The purpose of this agreement is to provide an integrated insight and technology solution bundle for Frontline Absence & Time Management. The agreement combines our Employee Absence Manager and Substitute Management with the Time Management solution to integrate payroll and leave data to improve efficiency and accuracy. The total cost, which runs from July 1, 2021 until June 30, 2022, is $35,013.10. Jennifer Dye will answer questions.
6.2.M. Agreement with Gallup, Inc., for Teacher Insight and Principal Insight
Commentary:  Gallup, Inc. will provide unlimited TeacherInsight applicant assessments on achievement drive, student and parent relationships, and classroom structure and planning. Also provided is unlimited PrincipalInsight applicant assessments on achievement drive; school structure and planning; staff, student and parent and community relationships; and school engagement. The total cost is $15,000.00 for the term of July 1, 2021 through June 30, 2022. Jennifer Dye will answer questions.
6.2.N. Agreement with Imagine Learning for Language & Literacy Site Licenses
Commentary:  This agreement is for eight (8) Imagine Language & Literacy site licenses for Washington Pre-K and all elementary schools for $200,000.00 and 30 Imagine Language & Literacy annual student licenses for EL students at West Middle School for $4,500.00. Also included is one (1) Professional Development Comprehensive Webinar Package for up to 40 educators along with eight (8) virtual sessions of our choice for $6,000.00. The total cost is $209,150.00 for the 2021-2022 school year. This total includes a $1,350.00 discount. Barbara Cusick will answer questions.
6.2.O. Agreement with IXL Learning for Site Licenses
Commentary:  IXL Learning provides education practice for students, analytical tools to track students and identifies areas for academic improvement. This agreement covers a total of 1,000 students in grades 9-12 at Ponca City High School. The breakdown is as follows: Math and ELA for 900 students and ELA only for 100 students. The total cost is $12,350.00 for the 2021-2022 school year. Barbara Cusick will answer questions.
6.2.P. Agreement with Learning Sciences International for iObservation Renewal for 2021-2022
Commentary:  Learning Sciences International provides iObservation, which is an online instructional and leadership improvement tool used for evaluation. In addition to providing a resource library for teachers and principals to use for instructional growth, iObservation collects, manages and reports longitudinal data from classroom observations. It also calculates an instructional practice score for each teacher and leader as required by the Teacher and Leader Effectiveness Act. The cost of the renewal is $21,000.00 for the period of August 1, 2021 until July 31, 2022. Jennifer Dye will answer questions.
6.2.Q. Quote with MeTEOR Education, LLC for Air & Surface Pathogen Reduction Units and Sanitizing Products
Commentary:  This quote is for 400 CASPR Compact Plus units, 175 gallons of hand sanitizer and 10 gallons of Barrier Protectant surface cleaner. The CASPR units will provide continuous air and surface pathogen reduction in district classrooms. The total cost is $504,515.00. Bret Smith will answer questions.
6.2.R. Agreement with PageMaster's Website Design & Development for Website Services for 2021-2022
Commentary:  Barbara Nowlin dba PageMaster's Website Design & Development will provide website services for the District. The work is performed on an hourly basis at a rate of $29.00 per hour up to 600 hours. The total cost of the agreement is estimated to be $17,400.00 for a period of July 1, 2021 until June 30, 2022. 6.2.S. Agreement with PowerSchool for TalentEd and SchoolSpring Job Board
Commentary:  This software is used by the Human Resources department to streamline many areas of personnel records. TalentEd Records/SchoolSpring is the online personnel system that allows for online contracts, onboarding, and paperless filing of employee records. Applicant Tracking is the solution utilized for online applications, job postings, and scheduling of interviews. The cost for TalentEd Records/SchoolSpring is $22,111.59 and Applicant Tracking is $5,360.39, for a total of $27,471.98, for the 2021-2022 school year. Jennifer Dye will answer questions.
6.2.T. Agreement with Reading Plus for a Site License Subscription for Po Hi
Commentary:  This agreement is for a three (3) year site license for a Reading Plus subscription. Reading Plus is used by Po Hi to provide complex text that prepares students in three dimensions of becoming a successful reader: capacity, efficiency and motivation. By obtaining a three (3) year agreement, Ponca City Public Schools will save $11,000.00. The total cost is $40,000.00. Barbara Cusick will answer questions.
6.2.U. Agreement with Reading Plus for Single Seat License for East Middle School 
Commentary:  This is a three (3) year agreement for 80 single seat licenses. Reading Plus is used by East Middle School to provide complex text that prepares students in three dimensions of becoming a successful reader: capacity, efficiency and motivation. By obtaining a three (3) year agreement, Ponca City Public Schools will save $3,120.00. The total cost is $12,480.00. Barbara Cusick will answer questions.
6.2.V. Agreement with Renaissance Learning Inc. for License Renewal for Reading and Math Levels Assessment Software
Commentary:  This license agreement is for software used by K-12 in assessing reading and math levels with programs such as Accelerated Reader, Accelerated Math, Freckle, Star 360 and Star Math. The cost is $87,273.50 for the 2021-2022 school year. This total includes a $1,964.75 discount. Barbara Cusick will answer questions.
6.2.W. Agreement with Rosenstein, Fist & Ringold for Legal Services for 2021-2022 School Year
Commentary:  This agreement is for legal services rendered by Rosenstein, Fist & Ringold for the 2021-2022 school year. The cost is on an "as needed" basis and will encompass work requested by the Superintendent or the Board of Education. The estimated cost is $10,000.00. Shelley Arrott will answer questions.
6.2.X. Agreement with Solution Tree, Inc. for Professional Learning Communities Virtual Training
Commentary:  This agreement is for Professional Learning Communities live (PLC) virtual training for district certified staff. There is no limit to the number of participants attending the event. The event will be held at Ponca City High School on June 29, 30 and July 1, 2021. The cost is $24,000.00. Barbara Cusick will answer questions.
