Discussion:
City Administrator, Tom Ourada, discussed that this will require a permit because of the way it is zoned, and will need to have a special exception permit. The Council will have to take action on every finding for this permit.

Discussion:
JEO representative discussed the final plans for the new well and transmission main, as well as the permits needed.

City Administrator, Tom Ourada, discussed how Burlington wanted to do a study, which potentially can result in a pedestrian and/or car overpass and a quiet zone.

City Administrator, Tom Ourada, discussed the complaints received about Blue Acres Drive. Tom stated that he was not sure the surrounding businesses would proceed with this. After further discussion, an assessment schedule will be given to property owners at Blue Acres Drive.

Discussion:
City Administrator, Tom Ourada, discussed how there are several changes in the agreement and some City protections that were taken out. The draft agreement will be sent back to Waste Connections with changes that the City wants to keep from the original agreement.

City Administrator, Tom Ourada, explained this would be the third version, and the change was not right. The owner certificate should be the Personal Representative of the Estate. That is the only thing that needs to be updated to proceed.

Discussion:
City Administrator, Tom Ourada, discussed how Allen Agency, Inc requested a variance because he wanted to make a zone change that does not comply with the City's zoning and building codes. There is no zoning that he can be in that will allow an egress window to allow a bedroom in the basement. This location is also below the floodway.

Dale Strehle made a motion to enter into executive session to discuss property purchase with the full council, Tom Ourada, Alison Janecek Borer, Dave Bauer, and Nancy Tellez at 5:38 p.m. Dale Strehle motioned and Anthony Fitzgerald seconded to exit executive session at 5:49 p.m.
