2. Consider and Take Action to Approve the District Transfer Capacity Report for April in Compliance with Senate Bill 783
Commentary:
Senate Bill 783 requires school districts to establish and review student transfer capacity by grade level and school site four times each year. The attached report reflects the district’s current capacity determinations for the applicable reporting period.

3. Board to Discuss Annual Review of Existing or Consider and Take Action on the Adoption of Written Policies and Procedures for Post Issuance Compliance
Commentary:
Federal tax regulations require issuers of tax-exempt bonds to maintain written policies and procedures for post-issuance compliance and to periodically review such policies. At the recommendation of the district’s financial advisor, the existing policies are being updated to remove the specific dollar amount previously referenced for the "small issuer" limit related to qualified tax-exempt obligations. The federal limit increased from $10,000,000 to $30,000,000 effective January 1, 2026. Removing the specific amount will allow the policy to remain compliant should the federal limit change in the future. No other substantive revisions are proposed.
