4. Discussion / Action regarding proposed conveyance of the vacated north half (N1/2) of alley in Block 108, Original Town of St. Paul, Howard County, NE to Paul T. Smith for one dollar ($1.00). The vacated north half (N1/2) alley was considered and approved at the Monday, May 18, 2026, City Council meeting, with Ordinance No. 1071 recorded at the Howard County Register of Deeds.

5. Municipal Code 4-315: Nuisances; Hearings.
The City Council shall hear testimony regarding the condition of the nuisance. At the conclusion of the hearing, the City shall, by RESOLUTION, declare its findings. The City Council may declare the condition existing to be a nuisance and direct the person owning the property to abate it within a reasonable time after the date of posting on the premises a notice of the adoption of the resolution and sending a notice. Discuss - Approve / Deny sending Resolution abatement letter to the nuisance property of 1014 Grand Street.

6. Discuss - Approve / Deny the City of St. Paul Elmwood Cemetery rate increases regarding: (1) lot and niche purchases; (2) disinterment and reinterment; (3) staking fee for monuments / laying sod; and (4) cement benches. The effective date for the rate change will be Wednesday, July 1, 2026. Sunday open/close or staking will not be available. The Elmwood Cemetery Board approved the new rate increases on Wednesday, May 13, 2026.
