5.a. Resolution Number 7609 executing the First Amendment to the Contract for Sale of Real Estate dated August 19, 2024, to extend the date by which MEI Homes, LLC must acquire a Certificate of Occupancy for the Property from August 1, 2025 to January 1, 2026.

5.b. Resolution Number 7610 entering into an Agreement between the City and Beatrice Public Library Foundation, Inc., to create an outdoor learning center located at the Beatrice Public Library.

Discussion:
discussed for awhile. foundation has funds. looking at east side of library, initially drawings. JEO put together design & Library also did. THey will be responsible for costs foundation can do naming rights. we will owe. complete phase...sticks & stones contractor lined up. 3 phases.
Ted - engineer? didn't have to, JEO had summer interns to design, threw at them. explain difference & library & foundation. TT - JEO did that for free...LIbrary FOundation separate foundation...support library, board of directors, their own money, shows up in our financial but they have their own board & organization to facilitate the library Terry - Foundation hires/competes, glad they are moving forward. City maintains moving forward, is city comfortable with this contractor? TT - yes, no concerns moving forward. if we bid out, we would take low bid. Permits still reuqried? TT - Yes Gary - right to ____________ tt - most of this project is concrete, we do have some say over who other contractors Alex - phase I? TT - concrete work, today is a brick patio & sidewalk to tree area, library acquired musical instruments to be installed. PHase II - landscaping by buidlign - purgula & sugar maple by outdoor classroom (Joanne). PHase III - bushes, etc between hwy & area Eskra - no funds from Foundation after this is complete? Once done ours to maintain. TT - correct, maintain to our standards. Hydo - think long term good outweighs, getting something wonderful for entire community not with tax $ |

8.a. City Administrator’s Monthly Report.

construction projects going oin
moving forward on the following: CAST initiative - recently email from Federal Hgihway "on fast track" waiting for official grant application, NDOT will sign off...we don't get an extension - September 2028. ADA transition plan - SS4A grant - JEO assessment of city bldg, bring back for review Sept/Oct - JEO done beautiful job, parking lot sidewalks, at dog park. outlined what is needed. then GPS located all items, pictures, categories, easy fix...estimated cost for repairs. Trail to Homestead - still progressing, environmental review - agree that City will grant easement in Riverside Park. Ted - street projects, is there anything behind/ahead of schedule? TT - many are behind anticipated Lnk did great job opening main line before school, sacrificed intersections - not being complete, due to weather, rain days were figured in. moving along, landfill & airport Ruh - where at on 14th Street & Monroe? - Bids due 8/20. Market 8-9th - running into issues working through. Ekra - drain tile? TT - yes, installed area inlet Ruh - paddock lane sidewalks? trail? why not wider? TT - originally decade ago, penciled our own design. ultimately not where we would install, due to the number of intersections that would need to be crossed. do have proposal for Hannibal to Mead Lumber - study $4500 - Terry - Craig Fisher retired after 32 years thanked for service |
