Discussion:
PROPOSED MOTION TO PUBLICALLY CENSURE
I move that the Board of Education for Chouteau-Mazie Public Schools publicly censure Victor Markiewicz, a Board Member, by reciting and adopting this motion as follows: 1. Victor Markiewicz is a member of the Board of Education for Chouteau-Mazie Public Schools. 2. Each member of the Board of Education has sworn an oath to uphold the laws of the United States and the State of Oklahoma. 3. In addition, each member of the Board of Education has a duty not to engage in any conduct which may disrupt the education provided to the students of the school district. 4. Since joining the Board of Education, and before, Mr. Markiewicz has engaged in or endorsed language on social media which is divisive, derogatory, and/or profane. 5. Specifically, in August 2026, Mr. Markiewicz reposted language onto his public Facebook page which contained multiple slurs referencing people with developmental disabilities. 6. In June 2026, Mr. Markiewicz reposted language onto his public Facebook page which falsely accused a certain religious group of espousing violence by nature. Mr. Markiewicz has a history of using social media to defame, directly or implicitly, this religious group. 7. In April 2026, Mr. Markiewicz reposted a meme to his public Facebook page that contained imagery which invoked a civil rights organization’s endorsement of the Ku Klux Klan. 8. In January 2026, Mr. Markiewicz reposted language to his public Facebook page which contained a slur referencing women. 9. The Board of Education finds that reposing content amounts to endorsement of the language and images contained therein. 10. There are students enrolled in the school district who are members of each of the groups targeted by Mr. Markiewicz’s endorsed language. 11. Mr. Markiewicz’s conduct directly contradicts the school district’s core tenants. Specifically, the school district’s philosophy, adopted as Board of Education Policy AE, which states "In assisting each individual to become a responsible citizen, the district is contributing to the betterment of our nation and society as a whole." The language endorsed or written by Mr. Markiewicz is not in service to the betterment of our nation and society. 12. In addition, the Board of Education finds Mr. Markiewicz’s conduct amounts to bullying. It is unreasonable for the Board of Education to expect students in its care to refrain from such conduct while allowing one of its members to promote language which espouses hate and divisiveness. 13. For students, bullying is defined in Board of Education Policy FNCD as "any pattern of harassment, intimidation, threatening behavior, physical acts, verbal or electronic communication directed toward a student or group of students that results in or is reasonably perceived as being done with the intent to cause negative educational or physical results for the targeted individual or group and is communicated in such a way as to disrupt or interfere with the school's educational mission or the education of any student." 14. Members of the Board of Education are expected to set an example for the students it serves and the community at large. By the conduct described, Mr. Markiewicz has failed to meet that expectation. 15. Therefore, the Board of Education hereby publicly censures Mr. Markiewicz for his inappropriate conduct. 16. The Board further states that Mr. Markiewicz’s actions are his actions as an individual and are not the actions of the Board of Education. 17. The Board of Education does not approve, endorse, condone or agree with Mr. Markiewicz’s actions in any manner and specifically disassociates itself from his conduct. 18. The Board of Education specifically calls on Mr. Markiewicz to immediately stop engaging in the conduct set out above. |
