Discussion:  The Smith County Board of Education met at 5:00 pm on Tuesday, September 10, 2024, at the Smith County Board of Education. Mr. XXX provided the invocation and led the Pledge of Allegiance to the American Flag. 

Discussion:  Mr. Ricky Shoulders, Chairman of the Board, welcomed all visitors and called the September 10, 2024, meeting of the board to order.

Discussion:  Request to approve the regular meeting minutes of the Board - Tuesday, August 20, 2024.

Discussion:  Smith County High School requests permission for the following:

1. Smith County High School FFA would like permission to attend the National FFA Convention in Indianapolis, IN, on October 23-26, 2024. This will be an overnight trip.
2. Smith County High School Beta Club would like permission to attend the State Convention in Nashville on November 21-23, 2024. This will be an overnight trip.

Discussion:  Request to adopt the following TSBA model policies. As part of your policy subscription, the TSBA Policy Department monitors statutory and regulatory changes to ensure that our model policies comply with state and federal laws, rules, and regulations. Due to changes made by the Tennessee General Assembly and the State Board of Education, TSBA has updated the model policies outlined in this memo. Below are the recommended revisions.

Policy 4.600 - Grading System

Public Chapter 1005 prohibits creating a local grading policy or procedure that establishes a minimum grade above zero. Information about this change was sent in the June update. Based on questions from districts, we added a provision to model policy 4.600 noting this requirement.

Policy 4.700 - Testing Programs

The State Board of Education updated regulation 0520-01-03-.03 at its August meeting. This revision lowers the potential weighting for EOC scores. Previously, Boards could select from a range of 15-25%. Once this new regulation is in effect, the range will be 5-15%. Based on this change, we have updated the percentages in model policy 4.700. If your board policy has a percentage weighting higher than 15%, we recommend updating that provision.

Discussion:  Request permission to name the athletic weight training facility at Gordonsville High School the Stanley "Bear" Wills Facility. Coach Stanley Wills was an integral member of Gordonsville High School for over 30 years. Coach Wills coached football, basketball, baseball, and started the school's first softball program. Coach Wills impacted the lives of countless students at GHS, and we feel naming the facility after him while he is still alive would be a great honor. Thank you for your consideration.
