Discussion of authorizing the Superintendent of Schools to cause the District to file suit seeking all necessary and appropriate relief against (a) the State Department of Education [SDE] and any necessary SDE officials, (b) the Oklahoma Tax Commission [OTC] and any necessary OTC officials, (c) the State Treasurer, to whom “illegally disbursed” funds must be returned and (d) any other persons or entities determined by the Superintendent and the District’s legal counsel, to be necessary with regard to the failure of the SDE and the OTC to follow applicable law in calculating the District’s State Aid for the 1992-93 through the 2013-14 fiscal year.
